The Nunavut Impact Review Board (NIRB) is searching for a Human Resources Manager to join their team and lead strategic and tactical talent management for the organization, overseeing the daily activities of HR service delivery and supporting the direction of people and culture, with a specific focus on incorporating Inuit traditions, culture, and values.

About The NIRB

The Nunavut Impact Review Board (NIRB) is Nunavut’s environmental assessment agency. Its mission is to protect and promote the well-being of the Environment and Nunavummiut through the impact assessment process, including responsibilities for assessing the potential impacts of proposed projects before any required permits, licences and approvals can be granted. Using both traditional knowledge and recognized scientific methods, the NIRB assesses the potential biophysical and socio-economic impact of proposals, making recommendations and decisions about which projects may proceed.

The important mandate of the NIRB is:

  • To provide for certainty and clarity of rights to ownership and use of lands and resources, and the rights for Inuit to participate in decision-making concerning the use, management and conservation of land, water and resources, including the offshore;
  • To provide Inuit with wildlife harvesting rights and rights to participate in decision-making concerning wildlife harvesting;
  • To provide Inuit with financial compensation and means of participating in economic opportunities; and
  • To encourage self-resilience and the cultural and social well-being of Inuit.

As Human Resources Manager, you would be an important asset to our mission:

Responsibilities

Reporting to the Executive Director, the Human Resources Manager will be responsible for developing, maintaining, and enhancing HR practices by planning, implementing, executing, and evaluating employee relations and human resources policies and programs. The Human Resources Manager will be dedicated to ensuring the effective recruitment and retention of Inuit talent and serve as a key advisor for both the Board and management on human resources matters, providing responsive support in the coordination of processes related to strategic recruitment initiatives, performance management, HR policy administration, employee relations, as well as training and continued professional development. Specific responsibilities will include, but will not be limited to:
 

  • Develop, implement, and communicate a human resources strategy that will work to enhance employee relations and shape organizational culture using a combination of human resource best practices and Inuit culture and values
  • Lead workforce planning, talent management and strategic recruitment initiatives that address management’s short- and long-term resourcing needs, including the development of recruitment strategies that target the unique needs and preferences of Inuit workers, remote staff, and the northern workforce
  • Maintain and oversee performance management processes, fostering an environment of continuous development, coaching and assisting management in handling performance concerns, and providing support to employee disciplinary meetings and investigations
  • Lead the development and implementation of the organizational learning and development strategy including the implementation and management of staff training sessions, workshops and activities
  • Organize cultural, language, and traditional knowledge training, including promotion of Inuktut and coordination of Inuit Qaujimajatuqangit (IQ) days
  • Mediate difficult conversations and/or conflicts and advise on matters where corrective action and/or dispute resolution may be required
  • Manage human resource and personnel record-keeping, ensuring accurate documentation and confidentiality
  • Correspond with external stakeholders including WCB, Human Rights, and Labour Law
  • Other responsibilities as may be required or requested by senior management

Qualifications, Skills and Experience

  • Bachelor’s degree in Human Resources Management, or a related discipline
  • Certified Human Resources Professional (CHRP) or other HR designation, strongly preferred
  • Minimum 5 years’ experience in a Human Resources Management position
  • Personal and professional experience in the Artic, or in a cross-cultural setting, strongly preferred
  • Demonstrated knowledge and experience with general human resource functions, including but not limited to implementing and interpreting policies and procedures, human resource planning, full-cycle recruitment, benefits administration, occupational health and safety standards, labour relations, employment legislation, and employee and organizational development
  • Excellent verbal and written communication skills, with the ability to effectively communicate complex information to staff and various stakeholders; ability to communicate in Inuktitut/Inuinnaqtun is considered a strong asset
  • Efficiency in Windows operating systems and Microsoft Office applications; Outlook, Word, Excel, Access, and PowerPoint
  • Excellent leadership skills with the ability to motivate, mentor, collaborate with, and empower employees to perform to their highest capacity
  • Must be willing to submit and pass criminal records check

The successful candidate will have strong drive for providing a culture of support and respect to employees through a combination of strategic and tactical initiatives, utilizing both traditional Inuit and modern practices. As the key employee-relations personnel for The NIRB, the Human Resources Manager will demonstrate strong emotional intelligence and self awareness, with an understanding of how to navigate cultural complexities, and will maintain an openness to varied perspectives, with a mission to provide ongoing support to employees at all levels.

Nunavut, Canada’s Arctic, provides a scenery like no other in Canada. Settled over four thousand years ago but only recognized as distinctly Canadian in 1999, not only does the territory provide one of the largest unspoiled natural landscapes on the planet, including arctic wildlife and the vivid hues of the Aurora Borealis, but is also home to a population of approximately 33,330 residents – 84% Inuit – who provide gracious warmth and hospitality, with communities linked together by aircraft and boat, or in some cases snowmobile or dogsled.

Compensation and Benefits

Compensation will be commensurate of the successful candidate’s level of education, knowledge and experience pertaining to the role – however, it is expected that the salary range will be between $108,600 - $144,800.

The NIRB offers a comprehensive combination of benefits and incentives, including but not limited to:

  • Supplemental Northern Living Allowance up to $33,398 for employees without dependents and up to $51,245 for employees with dependents. Access to staff housing can be made available upon request
